Ohio lawmakers have introduced Senate Bill 163, legislation designed to increase regulation over artificial intelligence (AI) technologies, particularly in areas related to digital content generation and personal data protection.
A key provision of the bill would make it illegal to create or distribute AI-generated images or videos that simulate child pornography, addressing a growing concern around the misuse of AI tools for exploitative purposes. The legislation explicitly targets the synthetic generation of such content, even involving fictional representations.
In addition, the bill requires developers and platforms that use AI to embed a digital watermark in any AI-generated content. Digital watermarks would help users and authorities identify which materials are created or altered by AI, improving transparency and accountability for AI-driven media.
Another major aspect of the bill aims to combat identity fraud by restricting how AI can replicate or impersonate real individuals without consent. The legislation would impose penalties on those who use AI to create deceptive or unauthorized representations of people, including voice and likeness impersonations.
If passed, Senate Bill 163 would position Ohio among a growing number of states taking proactive steps to regulate emerging AI technologies while addressing public safety and ethical concerns.
